James B. Kemm Promoted to State Police Captain

Harrisburg, PA – Pennsylvania State Police Commissioner Robert Evanchick has promoted James B. Kemm to the rank of captain and named him the commanding officer of Troop K, Philadelphia. Captain Kemm most recently served as the criminal investigation section commander of Troop K, Philadelphia. 

Captain Kemm enlisted in the state police in 1996 and was assigned to the Troop K, Media after graduating from the academy. As he progressed through the ranks, he served in Troop K, Philadelphia; Troop H, Carlisle; the Executive Services Section; and the Bureau of Criminal Investigation, Drug Law Enforcement Division. Captain Kemm was promoted to corporal in 2004, sergeant in 2007, and lieutenant in 2016. 

Captain Kemm is a 1994 graduate of Bloomsburg University and earned a master's degree from Saint Joseph's University.
