Final Civil Penalty Orders Issued

The Pennsylvania State Ethics Commission has issued a final adjudication in the following matters under 
The Ethics Act
HARRISBURG, PA – 
  
Order No. 731-S (Snyder Jr.) 
Supervisor
Union Township
Centre County, PA

ORDER SUMMARY:

1. Donald Snyder (“Snyder”), as a Supervisor for Union Township, failed to timely file a Statement of Financial Interests for calendar year 2017 and filed a deficient Statement of Financial Interests for calendar year 2018 in compliance with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a).  

2. Per the Consent Agreement of the parties, we hereby levy a civil penalty against Snyder in the total amount of $350.00 for Snyder’s delinquent Statements of Financial Interests for calendar years 2017 and 2018.

3. To the extent he has not already done so, Snyder is ordered to make payment of the aforesaid civil penalty in the total amount of $350.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $350.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4. To the extent he has not already done so, Snyder is ordered to file complete and accurate Statements of Financial Interests for calendar years 2017 and 2018 with Union Township by no later than the thirtieth (30th) day after the mailing date of this Order, with a copy of each such filing forwarded to this Commission.

5. Failure to comply with Paragraph 3 or 4 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 732-S (Selfridge) 
Corrections Officer 4
Pennsylvania Department of Corrections

ORDER SUMMARY:

1. Eric Selfridge (“Selfridge”), as a Corrections Officer 4 with the Pennsylvania Department of Corrections, failed to timely file a Statement of Financial Interests for the 2020 calendar year in compliance with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a).  

2. Per the Consent Agreement of the parties, we hereby levy one civil penalty against Selfridge in the total amount of $200.00 for Selfridge’s delinquent Statement of Financial Interests for calendar year 2020.

3. To the extent he has not already done so, Selfridge is ordered to make payment of the aforesaid civil penalty in the total amount of $200.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $200.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4. To the extent he has not already done so, Selfridge is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the State Ethics Commission and the Pennsylvania Department of Corrections by no later than the thirtieth (30th) day after the mailing date of this Order.

5. Failure to comply with Paragraph 3 or 4 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 733-S (Smith) 
Medical Facility Examiner
Pennsylvania Department of Human Services

ORDER SUMMARY:

1. Gwendolyn Smith (“Smith”), as a Medical Facility Examiner with the Pennsylvania Department of Human Services, failed to timely file a Statement of Financial Interests for the 2020 calendar year in compliance with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a).  

2. Per the Consent Agreement of the parties, we hereby levy one civil penalty against Smith in the total amount of $150.00 for Smith’s delinquent Statement of Financial Interests for calendar year 2020.

3. To the extent she has not already done so, Smith is ordered to make payment of the aforesaid civil penalty in the total amount of $150.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $150.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4. To the extent he has not already done so, Smith is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the State Ethics Commission and the Pennsylvania Department of Human Services by no later than the thirtieth (30th) day after the mailing date of this Order.

5. Failure to comply with Paragraph 3 or 4 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 734-S (Denis) 
Criminal Justice System Specialist 1
Pennsylvania Commission on Crime and Delinquency

ORDER SUMMARY:

1. Robert Denis (“Denis”), as a Criminal Justice System Specialist 1 with the Pennsylvania Commission on Crime and Delinquency, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2020 with the Pennsylvania Commission on Crime and Delinquency.

2. This Commission hereby levies one maximum civil penalty against Denis at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Denis is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Denis is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the Pennsylvania Commission on Crime and Delinquency by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 735-S (Krug) 
Facility Reimbursement Officer
Pennsylvania Department of Military and Veterans Affairs

ORDER SUMMARY:

1. Krista Krug (“Krug”), as a Facility Reimbursement Officer with the Pennsylvania Department of Military and Veterans Affairs, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when she failed to file a Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Military and Veterans Affairs.

2. This Commission hereby levies one maximum civil penalty against Krug at the rate of Twenty-Five Dollars ($25.00) per day for each day her Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Krug is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Krug is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Military and Veterans Affairs by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 736-S (Gwin) 
Park Ranger Manager 3
Pennsylvania Department of Conservation and Natural Resources

ORDER SUMMARY:

1. Kenneth Gwin (“Gwin”), as a Park Ranger Manager 3 with the Pennsylvania Department of Conservation and Natural Resources, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Conservation and Natural Resources.

2. This Commission hereby levies one maximum civil penalty against Gwin at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Gwin is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Gwin is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Conservation and Natural Resources by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 737-S (Nauman) 
Income Maintenance Case Worker
Pennsylvania Department of Human Services

ORDER SUMMARY:

1. Ann Nauman (“Nauman”), as an Income Maintenance Case Worker with the Pennsylvania Department of Human Services (“Department of Human Services”), failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when she failed to file a Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Human Services.

2. This Commission hereby levies one maximum civil penalty against Nauman at the rate of Twenty-Five Dollars ($25.00) per day for each day her Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Nauman is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Nauman is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Human Services by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 738-S (Lee) 
Transportation Construction Inspector 
Pennsylvania Department of Pennsylvania 

ORDER SUMMARY:

1. Patrick Lee (“Lee”), as a Transportation Construction Inspector with the Pennsylvania Department of Transportation (“Department of Transportation”), failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Transportation.

2. This Commission hereby levies one maximum civil penalty against Lee at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Lee is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Lee is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the Pennsylvania Department of Transportation by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 739-S (Miller) 
Plumbing Board Member
City of Reading
Berks County, PA

ORDER SUMMARY:

1. Brian Miller (“Miller”), as a Member of the Plumbing Board for the City of Reading, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2020 with the City of Reading.

2. This Commission hereby levies one maximum civil penalty against Miller at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Miller is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Miller is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the City of Reading by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 740-S (Reigner) 
Property Maintenance Manager
City of Reading
Berks County, PA

ORDER SUMMARY:

1. Jason Reigner (“Reigner”), as a Property Maintenance Manager for the City of Reading, was at all times relevant to these proceedings a “public official/public employee” subject to the provisions of the Public Official and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.

2. Reigner, as a Property Maintenance Manager for the City of Reading, failed to comply with Section 1104(a) of the Ethics Act, 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2020 with the City of Reading.

3. Notice of the delinquency of Reigner’s Statement of Financial Interests for calendar year 2020 was previously served upon him in accordance with Section 1107(5) of the Ethics Act, 65 Pa.C.S. § 1107(5).

4. Based upon the totality of the circumstances in this case, a civil penalty in the total amount of $250.00 is warranted.


Order No. 741-S (Roccograndi) 
Constable
Luzerne County, PA

ORDER SUMMARY:

1. Thomas J. Roccograndi (“Roccograndi”), as a Constable, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act, 65 Pa.C.S. § 1104(a), when he failed to timely file a Statement of Financial Interests for calendar year 2019 with the State Ethics Commission.  

2. This Commission hereby levies one maximum civil penalty against Roccograndi at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2019 remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Roccograndi is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Failure to comply with Paragraph 2 of this Order will result in the initiation of an appropriate enforcement action.


Order No. 742-S (Fleming) 
Redevelopment Authority Member
City of Reading
Berks County, PA

ORDER SUMMARY:

11. Goslyn Fleming (“Fleming”), as a member of the Redevelopment Authority of the City of Reading, Pennsylvania, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act, 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2020 with the Redevelopment Authority of the City of Reading, Pennsylvania. 

2. This Commission hereby levies one maximum civil penalty against Fleming at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00). Fleming is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3. Fleming is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the Redevelopment Authority of the City of Reading, Pennsylvania no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.  

4. Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.
