Wolf Administration Awards $6.8 Million in Keystone Library Grants


Harrisburg, PA - Education Secretary Pedro A. Rivera today announced that 27 public libraries in 18 counties have been awarded $6.8 million in Keystone Grants to use toward improving physical facilities.

“The role public libraries play in their communities has evolved to meet the needs of those they serve,” Secretary Rivera said. “In addition to broadening users’ outlooks through books, computers and other resources, libraries serve as gathering spaces for community discussion, host STEM-aligned makerspaces, and can be innovation incubators, where neighbors can foster and advance new ideas.

“Over time, the physical facilities need updated or improved so the libraries can continue to meet the needs of their patrons,” he added. “This year’s Keystone Grants will enable more than two dozen libraries to better serve their communities.”

Keystone grants are competitive grants funded through the Keystone Recreation, Park and Conservation Fund. Grants of up to $750,000 may be used for planning, acquisition, construction and rehabilitation of public libraries, and must be matched dollar-for-dollar. Examples of fundable projects include, but are not limited to: ADA upgrades, new roof, replacement windows, energy efficient upgrades to HVAC systems, facility expansion and new construction.

East Berlin Community Library dba Jean Barnett Trone Memorial Library of Berlin


Convert basement level to usable space, including programming and storage spaces; upgrade basement restroom to ADA compliance; install automatic ADA doors to front entrance of library.


Ross Township

Northland Public Library Authority


Replace leaking roof & skylight; upgrade HVAC system for efficient performance.


Shaler Township

Shaler North Hills Library


Install 39 energy-efficient windows; replace carpet in one children's room.


Pittsburgh City

Carnegie Library of Pittsburgh / Mt. Washington branch


Renovate for ADA, including elevator and restrooms; add 2300 sf over 2 floors incl. meeting space; improvements to all systems and roof.


Apollo Borough

Apollo Memorial Library


Replace flat rubber roof; upgrade lights to LED and new panel; repaint library interior.


Reading City

Reading Public Library: Northwest Branch


Replace 39-year old HVAC with new system.


Athens Borough

Spalding Memorial Library


Replace 29 windows, repair front steps, railings, columns, slate tiles. Historic building.


Bucks County

Bucks County Free Library/Doylestown Branch


Replace metal roof.


Cranberry Township

Cranberry Public Library


ADA main entrance doors; new carpeting; LED lighting upgrades; create Makerspace.


Evans City Borough

Evans City Public Library


Repair and upgrade outdoor lighting to LED; repoint 25% of exterior bricks; repair windows.


Zelienople Borough

Zelienople Area Public Library


Upgrade carpeting on lower level: children's & children's librarian office, hall, staff breakroom, storage room.


Lehighton Borough

Lehighton Area Memorial Library


Construct 1433 sf addition for youth services, community room, 2 ADA restrooms; reconfigure spaces.


Centre County

Centre County Library and Historical Museum: Holt Memorial Library Branch


Replace outdated and inefficient HVAC.


Derry Township

Hershey Public Library


Add ADA family entrance and reading garden to side of library; relocate work room to expand children's area; create teen space.


Middletown Township

Middletown Free Library


Renovate and relocate to a former school building, increasing usable space from 6076 to 16670 sf. Library will be accessible, efficient.


Yeadon Borough

Yeadon Public Library


Install efficient HVAC; install efficient windows; install efficient lighting; convert restrooms to ADA compliance.


Concord Township

Rachel Kohl Library


Replace HVAC system and add natural gas service.


Marple Township

Marple Library


Renovate five 1977 restrooms for ADA/efficiency; replace 2 sets of automatic doors.


Lebanon City

Lebanon Community Library


Replace stained and worn 11-year old carpeting.


Wilkes-Barre City

Osterhout Free Library


Upgrade roof, windows, flooring to improve facility & enhance efficiency.


Bradford City

Bradford Area Public Library


Renovate two public restrooms into three, replace all fixtures, meet ADA.


Lower Merion Township

Lower Merion Library System / Ludington Library


Replace windows, upgrade lighting, replace key HVAC equipment. Improve efficiency.


Upper Dublin Township

Upper Dublin Public Library


Replace windows, upgrade lighting, replace key HVAC equipment. Improve efficiency.


Ambler Borough

Wissahickon Valley Public Library


Renovate to be handicap-accessible; renovate to add 2458 sf including meeting spaces, restrooms, lobby; efficiency improvements with HVAC, windows, lighting upgrades.


Somerset Borough

Mary S. Biesecker Public Library


Renovate two public restrooms into three, replace all fixtures, meet ADA.


McDonald Borough

Heritage Public Library


Replace HVAC; repair sidewalk and railing; replace gutters; alter side entrance for ADA.


York County

York County Libraries / Martin Library


Reconstruct public restrooms.
