Revenue Department Releases January 2023 Collections

Harrisburg, PA — Pennsylvania collected $3.6 billion in General Fund revenue in January, which was $205.6 million, or 5.5 percent, less than anticipated, Acting Revenue Secretary Pat Browne reported today. Fiscal year-to-date General Fund collections total $23.3 billion, which is $297.5 million, or 1.3 percent, above estimate.

Sales tax receipts totaled $1.3 billion for January, $11.6 million above estimate. Year-to-date sales tax collections total $8.4 billion, which is $146.4 million, or 1.8 percent, more than anticipated.

Personal income tax (PIT) revenue in January was $1.7 billion, $243.7 million below estimate. This brings year-to-date PIT collections to $9.2 billion, which is $216.6 million, or 2.3 percent, below estimate.          

January corporation tax revenue of $223.4 million was $13.8 million above estimate. Year-to-date corporation tax collections total $3.0 billion, which is $342.4 million, or 13.1 percent, above estimate.

Inheritance tax revenue for the month was $125.9 million, $4.0 million above estimate, bringing the year-to-date total to $851.6 million, which is $12.3 million, or 1.4 percent, below estimate.

Realty transfer tax revenue was $55.5 million for January, $17.1 million below estimate, bringing the fiscal-year total to $407.4 million, which is $43.8 million, or 9.7 percent, less than anticipated.

Other General Fund tax revenue, including cigarette, malt beverage, liquor and gaming taxes, totaled $129.0 million for the month, $0.2 million above estimate and bringing the year-to-date total to $1.1 billion, which is $32.3 million, or 2.9 percent, below estimate.

Non-tax revenue totaled $37.9 million for the month, $25.7 million above estimate, bringing the year-to-date total to $384.6 million, which is $113.7 million, or 42.0 percent, above estimate.

In addition to the General Fund collections, the Motor License Fund received $222.2 million for the month, $2.1 million below estimate. Fiscal year-to-date collections for the fund – which include the commonly known gas and diesel taxes, as well as other license, fine and fee revenues – total $1.6 billion, which is $22.8 million, or 1.4 percent, above estimate.
