SCI Chester Reports Inmate Death

Chester, PA –Gina Clark, superintendent of the State Correctional Institution at Chester, reported that inmate Francis Schmincke, 38, was found unresponsive in his cell at 3:30 a.m. on February 19, 2023. Prison staff and medical personnel immediately responded to the scene and provided life-saving measures.  Schmincke was pronounced dead by emergency medical services (EMS) personnel.

Schmincke was serving a 7-to-17-year sentence for involuntary deviate sexual intercourse from Philadelphia County. He entered the Department of Corrections system on May 29, 2015, and had been at SCI Chester since March 23, 2020.

In accordance with state policy, the Pennsylvania State Police, Troop K, Media station were notified and will conduct an investigation. The official cause of death will be determined by the Delaware County Coroner's Office. 

The deceased's next-of-kin has been notified.
