– The Pennsylvania Department of Environmental
Protection (DEP) will hold a public hearing to receive testimony from
citizens on the DEP’s tentative decision to issue National Pollutant
Discharge Elimination System (NPDES) permit No. PA0001627 to NRG Power
Midwest LP for discharges from the Cheswick Generating Station.
The hearing will take place on Wednesday, April 25, 2018 from 6:30 PM to
8:30 PM at Springdale Jr/Sr High School’s Marshall Auditorium, 501
Butler Road, Springdale, PA 15144. Doors will open and onsite
registration will begin at 6 PM. The hearing may conclude earlier if all
testifiers in attendance have spoken prior to the designated end time.
Individuals will have the opportunity to present up to 5 minutes of oral
testimony relevant to the NPDES permit application and draft NPDES
permit. Those who wish to present testimony are asked to register in
advance by contacting DEP’s community relations coordinator Lauren
Fraley at email@example.com or 412-442-4203. Registration will be taken
through Tuesday, April 24 at noon. Individuals will be called to testify
in the order they registered. Time permitting, those who did not
register will be given the opportunity to testify. In order to
accommodate the greatest number of residents interested in testifying,
DEP requests that organizations designate one individual to speak on
DEP will record testimony and receive written comments throughout the
hearing. Testifiers should bring at least one copy of their testimony
and exhibits for submission to DEP. Persons unable to attend the hearing
may submit three copies of a written statement and exhibits within 10
days thereafter to the Pennsylvania Department of Environmental
Protection, Bureau of Clean Water, P.O. Box 8774, Harrisburg, PA,
17105-8774. Written submittals must contain the following:
• Name, address and telephone number of the person submitting the comments.
• Identification of the proposed draft NPDES Permit No. (PA0001627).
• Concise statements regarding the relevancy of the information in support of or objections to issuance of the NPDES Permit.
Cheswick is currently operating under an administratively extended
permit that expired on August 31, 2012. There are two existing
discharges of industrial wastewater to the Allegheny River,
approximately 15 miles from the confluence with the Ohio River. In
addition, there are four additional discharges, one of industrial
wastewater and three of stormwater to Little Deer Creek, approximately
five miles from the confluence with the Allegheny River.
DEP received written comments on the draft permit during a 30-day
comment period after the draft permit was published in the Pennsylvania
Bulletin on January 13, 2018. The draft permit is available for review
on DEP’s website http://dep.pa.gov/southwest
