Shapiro Administration Awards $2 Million in Grant Funding for Law Enforcement Recruitment

03/12/2024

Law Enforcement Recruitment grant funding will be used to hire and train 412 new police officers across the Commonwealth

Harrisburg, PA - Supporting the Shapiro-Davis Administration’s goal to ensure Pennsylvania’s law enforcement agencies have the tools and personnel to keep our communities safe, the Pennsylvania Commission on Crime and Delinquency (PCCD) announced 31 new law enforcement agencies have been selected to receive Law Enforcement Recruitment grant funding, bringing the total number of accepted applicants to 51 since the solicitation opened in October 2023.

“Every Pennsylvanian deserves to feel safe in their communities, and making sure communities have enough police officers on the beat is a key component for public safety,” said Lt. Gov. Austin Davis, chair of PCCD. “Through this funding law enforcement entities can fill gaps which will in turn improve safety in our communities.”

So far through PCCD’s Law Enforcement Recruitment Incentives solicitation, 51 selected entities are receiving a combined total of just over $2 million in funding to hire and train approximately 412 vacant law enforcement positions across the Commonwealth.

In December 2023, PCCD announced the first group of selected applications, which comprised 20 law enforcement agencies. Since then, PCCD has accepted 31 more agency applications to receive approximately $1 million combined in grant funding. A list of the 31 new selected entities, county served, and award amounts can be found below:

The goal of this funding is to support Act 120 training and recruitment activities for law enforcement officers. Act 120 is a mandatory training program for municipal police offers in Pennsylvania which is provided through the Municipal Police Officers’ Education and Training Commission (MPOETC).

Supported by funding through the Local Law Enforcement Support (LLES) Grant Program established under Act 54 of 2022, eligible law enforcement agencies that do not cover the costs of Act 120 training can request up to $7,000 per new officer to support costs associated with the training, or, if they currently hire officers that are already Act 120 trained or the agency already covers training costs, apply for up to $5,000 per new officer to support stipends, signing bonuses, or marketing efforts. Priority consideration in awards will go to law enforcement agencies serving areas with high rates of violent crime and who have low clearance rates for violent crimes.

The solicitation will remain open for eligible law enforcement agencies to submit applications until all funding is committed. Awards will be announced on a rolling basis as applications are considered.

Applicants can find more information on funding requirements and how to apply on PCCD’s active funding announcements webpage
