The Pennsylvania State Ethics Commission has issued a final adjudication in the following matters under The Ethics Act


Order No. 759-S (Schillinger)
Candidate
Pennsylvania Lieutenant Governor
Montgomery County, PA

ORDER SUMMARY: 

1.         Clarice Schillinger ("Schillinger"), as a candidate for Pennsylvania Lieutenant Governor, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a), when she failed to file a complete and accurate Statement of Financial Interests for calendar year 2021.

2.         This Commission hereby levies one maximum civil penalty against Schillinger at the rate of Twenty-Five Dollars ($25.00) per day for each day her Statement of Financial Interests for calendar year 2021 has remained delinquent and deficient, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Schillinger is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3.         Schillinger is ordered to file a complete and accurate Statement of Financial Interests remedying the identified deficiency for calendar year 2021 with this Commission by no later than the thirtieth (30th) day after the mailing date of this Order.

4.         Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.

Human Relations Commission Member
City of Reading
Berks County, PA

ORDER SUMMARY:
 1.         Stacey Taylor ("Taylor"), as a Human Relations Commission Member for the City of Reading, failed to timely file a Statement of Financial Interests for calendar year 2020 in compliance with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a). 

2.         Per the Consent Agreement of the parties, we hereby levy a civil penalty against Taylor in the total amount of $200.00 for Taylor's delinquent Statement of Financial Interests for calendar year 2020.

3.         To the extent Respondent has not already done so, Taylor is ordered to make payment of the aforesaid civil penalty in the total amount of $200.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $200.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4.         To the extent Respondent has not already done so, Taylor shall be ordered to file a complete and accurate Statement of Financial Interests for calendar year 2020 with the City of Reading by no later than the thirtieth (30th) day after the mailing date of this adjudication and Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes

ORDER SUMMARY:

1.         Richard Mincemoyer ("Mincemoyer"), as a Bureau Director of Non-Long-Term Care Programs with the Department of Health, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2021.

2.         This Commission hereby levies one maximum civil penalty against Mincemoyer at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Mincemoyer is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

2.         This Commission hereby levies one maximum civil penalty against Kennedy at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2020 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Kennedy is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

ORDER SUMMARY: 

1.         Craig Sinkovich ("Sinkovich"), as a Water Quality Specialist with the Pennsylvania Department of Environmental Protection ("Department of Environmental of Protection"), failed to timely file a Statement of Financial Interests for the 2021 calendar year in compliance with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a). 

2.         Per the Consent Agreement of the parties, we hereby levy a civil penalty against Sinkovich in the total amount of $150.00 for Sinkovich's delinquent Statement of Financial Interests for calendar year 2021.

3.         To the extent Respondent has not already done so, Sinkovich is ordered to make payment of the aforesaid civil penalty in the total amount of $150.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $150.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4.         Failure to comply with Paragraph 3 of this Order will result in the initiation of an appropriate enforcement action.

ORDER SUMMARY: 

1.         Ken Jaram ("Jaram"), as a Member with the State Board of Barber Examiners, failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a), when he failed to file a Statement of Financial Interests for calendar year 2021.

2.         This Commission hereby levies one maximum civil penalty against Jaram at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Jaram is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

2.         This Commission hereby levies one maximum civil penalty against Broady at the rate of Twenty-Five Dollars ($25.00) per day for each day his Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Broady is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

1.         Traci Fritz ("Fritz"), as an Income Maintenance Caseworker with the Pennsylvania Department of Human Services ("Department of Human Services"), failed to comply with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a), when she failed to file a Statement of Financial Interests for calendar year 2021 with the Department of Human Services.

2.         This Commission hereby levies one maximum civil penalty against Fritz at the rate of Twenty-Five Dollars ($25.00) per day for each day her Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Fritz is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

2.         This Commission hereby levies one maximum civil penalty against Zimmerman at the rate of Twenty-Five Dollars ($25.00) per day for each day her Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Zimmerman is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to the Pennsylvania State Ethics Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3.         Zimmerman is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the Pennsylvania Insurance Department by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

ORDER SUMMARY: 

1.         Vernon Rowles ("Rowles"), as a Product and Supply Analyst with the Pennsylvania Liquor Control Board ("Liquor Control Board"), failed to timely file a Statement of Financial Interests for the 2021 calendar year in compliance with Section 1104(a) of the Public Official and Employee Ethics Act ("Ethics Act"), 65 Pa.C.S. § 1104(a). 

2.         Per the Consent Agreement of the parties, we hereby levy a civil penalty against Rowles in the total amount of $150.00 for Rowles' delinquent Statement of Financial Interests for calendar year 2021.

3.         To the extent Respondent has not already done so, Rowles is ordered to make payment of the aforesaid civil penalties in the total amount of $150.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding to this Commission a certified check or money order in the amount of $150.00 made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

4.         To the extent Respondent has not already done so, Rowles is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the Liquor Control Board by no later than the thirtieth (30th) day after the mailing date of this adjudication and Order, with one copy forwarded to the Pennsylvania State Ethics Commission for compliance verification purposes.

2.         This Commission hereby levies one maximum civil penalty against Vertil at the rate of Twenty-Five Dollars ($25.00) per day for each day the Statement of Financial Interests for calendar year 2021 has remained delinquent, for a total civil penalty of Two Hundred and Fifty Dollars ($250.00).  Vertil is ordered to pay said civil penalty in the total amount of $250.00 by no later than the thirtieth (30th) day after the mailing date of this Order, by forwarding a check to this Commission made payable to the Commonwealth of Pennsylvania, for deposit in the State Treasury.

3.         Vertil is ordered to file a complete and accurate Statement of Financial Interests for calendar year 2021 with the IUP by no later than the thirtieth (30th) day after the mailing date of this Order, with one copy forwarded to this Commission for compliance verification purposes.

4.         Failure to comply with Paragraph 2 or 3 of this Order will result in the initiation of an appropriate enforcement action.
