Graterford, PA – Cynthia Link, superintendent of the State Correctional Institution at Graterford, reported that inmate Arthur Phillips, 68, was found unresponsive in his cell at approximately 2:50 PM on January 28.
Prison staff immediately responded and provided life-saving measures until facility medical personnel arrived. A facility physician pronounced Phillips dead at 3:20 PM.
As is the case with all inmate deaths, the institution notified the Pennsylvania State Police, which will conduct an investigation. The official cause of death will be determined by the Montgomery County coroner.
Phillips was serving a 10-to-20-year sentence for involuntary deviate sexual intercourse with a person less than 16 years of age, out of Chester County.
The inmate’s next-of-kin has been notified.
